The ViAlliance35 consortium has been selected as the preferred bidder for the €2.9 billion ($3.25 billion) D35 highway public-private partnership (PPP) project in the Czech Republic. This contract represents the largest PPP initiative in the country’s transport sector, marking a significant milestone in European infrastructure development.
What Happened
The ViAlliance35 consortium, consisting of Strabag, Budimex, Cintra, and Invesis, has been tasked with designing, financing, constructing, operating, and maintaining a 35.4km stretch of new motorway between Opatovec and Staré Město, and Staré Město and Mohelnice. Additionally, the project includes the operation and maintenance of an existing 17km roadway between Litomyšl and Opatovec, totaling about 52km of managed network. The concession agreement spans 28 years and will employ an availability payment mechanism, ensuring state payments are contingent on the motorway’s performance and availability, independent of traffic volumes.
Construction will feature two significant twin-tube tunnels—the 4km Dětřichov Tunnel and the 1.3km Maletín Tunnel. Two service areas and a link road to the I/35 are also part of the project. Once the concession agreement receives government and Chamber of Deputies' endorsement, preparatory work, such as archaeological surveys and utility relocations, will begin, with financial closure expected in the first quarter of 2027.
According to the Czech Republic’s Ministry of Transport, this project aims to improve connectivity between Bohemia and Moravia, alleviate congestion on the existing I/35 and D1 corridors, and ease traffic through local municipalities. Tolls will remain consistent with other Czech highways, with proceeds directed to the State Transport Infrastructure Fund.
What This Means for Your Business
For U.S. firms in the architecture, engineering, construction, and manufacturing (AECM) sectors, the D35 highway project exemplifies the growing opportunities in European PPP initiatives. The involvement of major players like Strabag and Ferrovial highlights the potential for U.S. companies to engage in similar ventures by leveraging expertise in large-scale infrastructure projects. The availability payment mechanism underscores a shift towards performance-based contracts, which may influence future procurement and contract models in the U.S.
Additionally, the project’s focus on sustainable infrastructure development aligns with global trends towards environmentally conscious construction practices. U.S. companies with expertise in green technologies and sustainable project management might find competitive advantages in international markets.
What US Operators Should Watch
U.S. operators should monitor the timeline for the financial agreements, expected in early 2027, as it may influence future bidding strategies for international projects. The endorsement of the concession agreement by the Czech government and Chamber of Deputies will serve as a critical benchmark for project commencement.
Moreover, the use of the availability payment mechanism in this project could signal a broader adoption of similar models in the U.S. and abroad, affecting cash flow and risk management strategies for companies involved in PPPs. Keeping abreast of these developments could prove beneficial for U.S. firms looking to expand their footprint in global infrastructure projects.
