Lincolnshire County Council (LCC) has awarded places on its new £150 million highways framework to 13 contractors, marking a significant step in the county's infrastructure development. The framework, effective from May 28, 2026, through January 2030, aims to deliver extensive road maintenance, improvements, and resurfacing projects across Lincolnshire.

What Happened
LCC's Highways Select List Framework is structured into three lots, each tailored to specific types of highway work. The total estimated value of the framework is £150 million, excluding VAT, with an inclusive figure reaching £180 million. The framework's design allows for further competition among contractors to execute a variety of road schemes. This approach ensures that LCC can leverage the expertise of seasoned contractors to maintain and enhance the county's road network effectively.

Lot 1, valued at £21.6 million, encompasses general works including maintenance schemes, junction improvements, drainage works, bridge refurbishments, town center enhancements, and traffic signal installations. The contractors appointed for this lot are Amalgamated Construction, Daniel Charles Construction, Fox (Owmby), Holcim UK, and PBS Construction (North East).

Lot 2, with a budget of £67.2 million, focuses on general works valued between £1.5 million and £6 million. Projects under this category include roundabout construction, access road development, highway widening, and various infrastructure enhancements. The selected contractors for Lot 2 include Breheny Civil Engineering, C.R. Reynolds, Danaher & Walsh Civil Engineering, Jackson Civil Engineering, and Winvic Construction.

Lot 3, the most substantial at £91.2 million, is dedicated to major highway resurfacing on primary routes. This includes full-depth carriageway reconstruction and surface course replacement on A and B roads. Contractors chosen for Lot 3 are C.R. Reynolds, Hanson Quarry Products Europe, Holcim UK, Tarmac Trading, and Thomas Bow.
